Bill No. 16073: Ukraine proposes one permit for work and residence.
One online application, decided by the State Migration Service within up to 30 calendar days. Still a draft in committee; the current work-permit route applies today.
On 15 September 2026 the Cabinet of Ministers registered the bill in the Verkhovna Rada. It would merge the work permit and the temporary residence permit into one single permit, applied for by the foreigner through a state job portal after an employer's vacancy offer. The bill sets no calendar date: the single permit would apply six months after the law enters into force.
